What outpainting does
Reaching a new ratio by cropping would throw away part of the picture. This does the opposite: the original stays untouched at its full size, and the shorter side is padded until the frame is the shape you asked for.
The model reads the lighting, texture and perspective at the edge and carries them outward, so the new area belongs to the same photograph rather than sitting beside it.
That is the ceiling on each of the four sides, so a picture can grow by more than its own width in a single run. Very large expansions are also where a model has the least to work from, so several smaller steps often read better than one enormous one.
